The dogs are kept in the garage?
Thats a big part of the problem. Beagles are decidedly pack animals in nature. And dogs are pack animals to begin with, beagles just take it to a different level. Combine with their stubborness, and you get a dog that will be very vocal with any/all grieviences.
Relegating them to a garage, or a backyard or anywhere they’re separated from the human component of their pack when they don’t want to be, and they’ll howl. Treat them like lapdogs, spoil them a bit (but not to excess) but keep them close and be responsive to them and the howling goes away.
In my experience that is usually what happens.
What I am going to say probably doesn't apply to most in this forum, but (and some very dedicated dog lovers agree with me) in my opinion, the majority (over 50%) of dog owners are pretty uncaring about any aggravation their dogs cause other people.
And there are a LOT who should never own a dog because of that or the fact that so many are clueless about a dog's nature and needs as well as not providing the love and attention they deserve.
Our daughter has fostered many rescue dogs and every one of them has stayed with us for days at a time when she visits. She trained every one of them and we all gave them the love they deserved. And miles and miles and miles of walks and hikes in the woods /grin. Probably the thing that dogs are short changed on most is exercise and attention.
The hound breed is a pack animal. Too many people want a hound as a single pet. Just won’t work. They need “companionship.” Beagles are kept alone far too much. Same with our favorite breed, basset hounds. And you are absolutely right, they need to be very close to their family pack.
