The pre existing issue only applies to insurance plans purchased through obamacare. Individual plans purchased outside of obamacare are not subject to the pre existing clause.

All individual plans are now and governed by obamacare, whether you buy them directly from an insurance company, or a state exchange. It is one of several reason that you can;t get reasonably priced insurance anymore. My premium is up threefold over 4 years ago, for a substantially worse plan (higher deductible).
