I was blessed to have the company of Belgian Malinois in my life, and Cash doesn’t look like a pure Malinois. I think there might be something else blended in, if you get my drift. His face is way too black.
That said, I would also take him in a NY minute, because if he has Malinois blood in him, he is a “keeper”. It might be the other part that is causing him to flunk out.
Some info about the Malinois that many law agencies do not understand... they are very different in temperament from the overbred GSDs, and need a totally different training protocol. They are not suited to boring jobs, like sniffing cars at border check-points, as these are not challenging enough for them as a daily routine.
They are quicker to “get it”, and constantly repeated exercises frustrate them. They get bored, and tune out on the “dumb trainer” . They need variety when being trained, and chances to succeed at variations on whatever skill is being taught.
They can quickly learn what you want them to do by just watching another dog do the training exercise. Once they show you that they know it, if given these monotonous exercises over and over again, they tend to “blow” you off, and refuse to co-operate further.
Just my opinion, of course.

One of my Dobes is pure Euro and the rust markings on her face are so dark, her face looks black in dim light.
Perfectly acceptable, just different from what most are used to.
I thought the same thing, his head says ‘German Shepherd”, not malinois. He is a GSD/mali cross.
