Not sure if that is the same. The first thing children are taught, even with a BB gun, is to NEVER POINT IT AT A PERSON.
Was this kid pointing the gun at people? The video I saw was blurry, so I couldn’t tell for sure but it looked like he was brandishing the gun in a manner that, to me, would have been concerning.
If someone has a gun, ANY gun- including a “toy” BB gun, they would be expected to hold it, display it, and use it in a safe manner at all times.

Muzzle discipline was ingrained in me from as early as I can remember, as was checking the chamber to check to see if the gun was loaded.
The latest generation dies not share this particular brand of firearm etiquette
