Unfortunately culture and location is relevant. If you saw a Palestinian entering a bus Israel wearing something that looks like a suicide belt, who would have more of a reason to fear then if you saw an American college student at a Halloween party wearing something like that.

Growing up I carried a toy gun around from pretty much the time I could walk and stalked then neighbors with them. One actually even fired cork balls.
Graduated to BB guns as soon as I was able to overcome my parents better judgment and a 22 soon after that (didn't stalk the neighbors with those, BTW)
In today's word I would probably have been shot many times over by the cops.
