You guys are both off. The number of 49/1000 is almost certainly the ratio of abortions to women of childbearing age, for that one year. In other words, about 5% of 25 year-old black women had abortions in 2010 (roughly speaking), rather than 5% of black pregnancies ending in abortion. That number is closer to 33%...as detailed in the CDC report:
“whereas non-Hispanic black women had the highest abortion rates (31.8 abortions per 1,000 women aged 1544 years) and ratios (483 abortions per 1,000 live births).”
In other words, for every 1483 black pregnancies, 483 (or about a third) ended in abortion. And that number sounds about right to me.
