This is new? When I was a kid I was taught the Van Allen belt diverted solar radiation to the poles, which causes the Aurora Borealis. No?

They discovered a new layer and refined the layers. The hype is probably for more funding.

But yeah, the Van Allen belts have been around since before Van Allen put his name to them.
