Some have already worked and paid into SS. All their illegal and invalid ID's are recorded in the SS Earnings Suspense File. ESF contains W2 data that did not match the master files.

With a valid SSN in the master files they can now claim all the benefits -- like having served the required time to be eligible to collect benefits.

Once the millions of felons (ID theft and fraud) are legal the ILLEGAL aliens can ask that their fraudulent w2 data be moved to the master files.

The data in the Earnings Suspense File cannot be deleted except by moving it to the SS master files.
