There is a big difference between scrambling quarterbacks and running quarterbacks. Both Staubach and Tarkenton were pocket passers first with a magical ability to scramble and avoid the rush. The runners have plays designed for them to actually rush the ball and, to their detriment, suffer the punishment a running back does. A running qb has yet to win a super bowl.

Joe Theisman won the Super Bowl and he was a punt returner earlier in his career. I would characterize that as a runner though I concede he was more a drop back scrambler won he won the Super Bowl but they still bootlegged him even at that age of his career.
