I believe it was shot in Pasadena. That's a Pacific Electric 200 series urban trolley, the standard gauge analog of the Los Angeles Railway narrow gauge Type B car. It doesn't go more than 25 mph, so they had to play games with the film speed.

Coolidge was president, and all was well with the world, except for Prohibition.
