They didn’t even have a plan to make sure the two orphaned sisters Carol cared for or baby Judith got on the bus, with adults responsible for making sure kids and child-necessary supplies were loaded.
So not making sure the teenager was on the bus was low on their list of mistakes.
Not having get out of dodge bags packed well in advance or evacuation plans are higher on that list.
