The online version would be searchable, by your personal alphanumeric code - and you could then verify that your vote was actually given to the person you voted for. The paper version of the data would be for cross-referencing and would help assure that the online data was not tampered with. No personal information would be associated with the randomly generated personal code you were given, and obviously the code that you received would be different for each election that you voted in.
Combine this approach with a national ID card and I think things would be a lot more trustable.
