No they do not! It is not from the weights, it is from the drugs to make them stronger, so they can get bigger and it happens when they stop lifting.
When it's muscle, they can sag a little when totally relaxed. Else, if one stops the workouts for an extended time and puts on a little weight, they can definitely get embarrassing. I had some medical issues which caused me to stop for a couple years and I put on 25 lbs. Almost back to 'normal' again, but the last extra flesh on my pecs is the last to go. Tough to maintain as I get older and will have to modify my workouts to stay leaner in the future - 62 and striving to stay fit.
