They show a cut of Herschel’s severed head but when
the Gov gets plugged with lead the screen goes to
black. We don’t even know with 100% certainty that
the Gov was shot in the head. He could be leading
hundreds of hungry walking deadocrats for all we
know.
If you watch the beginning of the episode after that one-—I guess it was the mid-season opener-—you can see the Governor’s half-eaten body lying in the field.
