Seriously, number of cases is not so important a factor as proximity, and whether those cases are along major transport corridors to where I live.
I think many of us started to ‘self-quarantine, in a sense, a while ago.
I no longer eat in restaurants and avoid fast-food as though it might contain the plague.
Take a trip? Been taking my own food for ten years now.
I think it is about time for the end of the world people to tell us what they think this will result in.
Are they thinking the death toll will be 5 million, 50 million, 250 million Americans, what?
Do they think it will be ten times the flu death toll, or a 100 times, a 1000 times?
They keep running through the streets screaming that this is the end of the world, but they won’t tell us what numbers it would take to equal their predictions and claims.
Would you be “permitted” to hole up in your house/apartment?
An infected person who chooses to remain at home (or undiagnosed person) could meet some pressure from “authorities”.
Pressure should’ve been put on points of entry. The powers that be refused to do that.
We may not be able to screen and observe when they get on a plane but we can hold them at customs and deny entry if we choose to.
I say stock up on canned food, bottled water, propane, crackers/rice/flour/bread/pasta, books to read, generator fuel, plastic sheeting, duct tape and anything else you might need to keep you and yours provided with the necessities for 30 days or more.

Quarantine is what you do to someone who has probably had contact with a infected person in a bio crisis.
Self quarantine would require the same underpinning to be valid.
Hiding in your residence due to fear, is not quarantine.
It’s sheltering in place.

I staged our reactions to pandemics depending on cases in the state/country. We self quaranteine when it spreads to multiple locations within Texas or is seen locally. This is the point where all outside contact that is not essential is stopped. Visitors are turned away and we set a decon room.
Before that, when its seen within the State (and isn't an isolated case...which means if the 2nd patient in DFW is positive for Ebola...) we enact essential travel only procedures and wear PPE (gloves/mask) when outside the home. We also do limited decon upon entering the home.

So, what if someone beginning to have the earliest, mildest symptoms but not aware of the significance takes a quick trip across our country, stopping in convenience stores, restrooms, pumping fuel, stopping in restaurants, resorts, etc.?
I don’t have a choice. I will either die or work through it.

If I saw 50 cases in the three counties where I spend most of my time, I would absolutely self-quarantine. If I saw >500 identified cases in the US, especially if it happened rapidly (weeks) I'd be extremely cautious, but wait until the first cases started popping up locally, then quarantine.
If there was an infection rate of one in a thousand in my home state, I would start to limit my activities to reduce my exposure. I would not go into self-quarantine, but I also would not be going to grocery stores, movie theaters, big cities, or a hospital.
So, that would be 300,000 infected in the US, of 9,000 in New Jersey.
