I believe that pic was taken when she went to see the damage done by the BP oil spill on a Gulf Coast beach. The shirt looks suspiciously like globs of oil on sand. Sometimes I wonder if her wardrobe advisors are not closet conservatives ... opening her to ridicule with their ‘trendy’ choices.
