The accuser gave contradictory testimony. There's no debate about that.

However, remember that Winston's two 'eyewitnesses' (both FSU football players) gave contradictory accounts of what happened. The TPD relied heavily on those two witnesses. Drugging was discussed. Tests were done for alcohol and other drugs, but not for date rape drugs.

Chris Casher recorded some of the sexual activity on his phone, but the Tallahassee Police Department waited quite a while to contact him. By that time, the video had been erased.

The TPM delayed and bungled the investigation, whether the accuser made up the sexual assault or not. The jovial nature of Florida state attorney William Meggs's press certainly promoted the tone that the investigation was not taken seriously - and certainly wasn't pursued in a vigorous and timely manner.

You need to go back and read both the police report and the DA report. Tests were done for date rape drugs. The DA report lists in detail over 150 individual drugs that were tested for, including specific date rape drugs (results were negative on all drugs). The testing initiated by the DA were done by a professor at the University of Florida in Gainesville FL, not by anyone in Tallahassee btw.
