I saw a picture of an airport fire-fighting vehicle and it crossed my mind that it would make a heck of an urban combat vehicle with weapons and a bit of armor.

I would not be surprised if that was based on a military cargo vehicle. Although it looks foreign to be, it vaguely resembles an American Hemtt.
