...what actions was Paterno required to take in 1998...? The investigation was dropped, and as far as Paterno, or PSU, was concerned, that was it, all some big misunderstanding...under no circumstances was he required to do anything other than coach football...victories vacated back that far is NCAA excess, IMHO...

The only logical explanation is that sometime later in the day, it was decided by the PSU trustees that the focus could NOT be on PSU’s gay friendly atmosphere. And the only way to assure that the topic wasn’t even discussed was to blow it off the front pages with Paterno’s termination.
...quite the conspiracy, isn’t it...but not likely...you are right concerning timing, though...Paterno publicly announced, the day before his firing, that he would retire after the season ended, and the BOT shouldn’t spend any time thinking about him...in other words, telling them ‘here’s what you guys are going to do’...
...Paterno’s days of calling the shots had ended by then, and upstaging the BOT was the final straw...though because they feared rioting, they dithered around, and finally just tossed it out there, like ‘and oh yeah, Joe Paterno is no longer head coach’ almost an afterthought...

I'm not excusing Paterno. He had enough cachet that it might have been possible to shift the focus of this scandal where it belonged early on had he acted in a timely and decisive manner.
At the very least, he was naive for thinking his superiors would act on the matter when it became clear that they had no intentions of doing so.
Not trying to convince anyone. Can’t be done. It is impossible to convince fans of the child rapist enabler Joe Paterno of anything. Even with his own words stating he would ‘never tell and never would’ it is impossible. This old fella thinks child sexual molesters, (or child abusers in ANY way), are the worst human beings on earth. The men and women that cover up for these monsters are not far behind and are gonna have to answer for it someday.
