Take the stairs, flush his lungs, apply breaths and chest compressions as needed.

How would he know that he wasn’t already under water for 2 minutes, and what are the chances is going to know how to clear the lungs and apply chest compression?

My first thought as well. The kid is still splashing around - plenty of time to take the stairs. But hindsight is 20/20...
