This store owner did not report the crime, a customer did. So a customer steals and roughs you up when you try to stop him and you fear retribution if you report the crime?

His decision not to report the crime was before the shooting.

A lot of those stores don’t ring up cash sales, thereby not reporting revenue and saving income and sales tax. They pay help under the table, saving worker’s comp and payroll taxes. They accept food stamps at a 50% discount rate for tobacco and alcohol purchases.

I’m not saying this particular business does this, but that is how a lot of businesses make it in those neighborhoods.
