As distinguished from the term "fluke-ularly challenged”, the condition of being too poor like Sandra Fluke to be able to afford mere pennies a day for one's birth control and abortifacient chemical needs, and seeking instead that those chemicals be paid for by taxpayers through their subsidization of the poor person's B-O-care scam-plan.
