You have to ask yourself why a witness needs a lawyer. Is that common practice?
When dealing with the police, it would be stupid to not have a lawyer. I also don’t know if he is actually being represented by a lawyer because he is guilty of anything, as opposed to having a lawyer merely speaking for him. Third, it is possible that he needs a lawyer for something entirely separate than the shooting itself.
