The cars were going 35 mph under caution. When you think about it... a NASCAR legend, one of the world’s best drivers, ran over a guy on the track while driving 35 mph under caution.

Hit by a car at 35 mph, five out of 10 pedestrians will be killed, if true and given a dirt track and the fact that Mr. Ward wasn't hit head on and was clipped..... I don't know but there just needs to be an investigation and interviews with the other drivers.
But interestingly, on this page this fellow had an intesting point,

and further on that page it states that

The investigation needs to be completed.
