The Dallas Presbyterian admitting nurse on September 24 asked the victim if he'd been to Africa and he replied "yes". The hospital then screwed up and didn't pass her initial interview on to the examining physicians, who gave him some antibiotics and told him to go home.
It doesn't matter what a hospital's procedures are if that hospital's internal communications are screwed up.
