I bet the barking rat was already roadkill somewhere else and the wife fabricated the story to try to 1.) get the husband out of trouble, and 2.) get lots of taxpayer’s $$$$$$$ from some settlement or other.

Hell they probably claimed a freaking dead armadillo as their pet for all we know.
