I think he’s following doctrine. He wants her to lie prone with her hands behind her back, and she is resisting, as far as he is concerned. His blows accomplish their purpose and he cuffs her.

she is resisting, as far as he is concerned. His judgment and training are suspect, then. Defensive raising of the hands isn't resistance.
