In that case, the punish would certainly fit the crime.
The problem in our society is that we want to play by the rules instead of desiring the proper outcomes. When the rules no longer support the proper outcomes we still keep to the rules.

The other option is very, very ugly.
I also want to hold the cops to the rule of law. He need drug tested for steroids.
