It would hardly be the first time such a premise was touched upon. Many SF writers have incorporated it in some fashion.

The difficult premise appears to me and my jaundiced point of view, that something other than either benign or indifferent neglect has been in operation for a very long time.

That's possibly a best-case scenario for us, anyway. Consider "Microcosmic God". That situation was not a particularly good one for the beings under scrutiny.
