in the video the victim looks while as can be, in the pics, she is clearly hispanic in complexion. the perp also has lighter skin color in her pics with the cop than her other pics.

Sometimes one camera to the next will shoot with more or less color saturation and/or contrast. You can see this if you go to an electronic store and view all the televisions side by side -- the same show looks different on each set. All the photos you mention came from a variety of cameras and settings. The arrest looks to be on a cloudy day. The victim's face looks to have been shot indoors. Several other photos were lifted from Facebook. The DailyMail tends to have a default setting of saturated color. All these conditions can cause different skin tone effects.
