Unless they’re professional work dogs, they should only IMO be kept by those who live in the country and have the resources and know-how to keep them from escaping and/or endangering others.
There are many more safer breeds for pet owners to enjoy.

Until I moved here, [and a year after that, actually] mine had no fenced yard and none of the many I’ve had ever “endangered” anyone except my pedo uncle.
I’ve lived in rural areas, suburbs and city apartments with them.
Never had an issue.
Considering that I cannot even pause when walking without having one crash into me, the odds that they’d try to “escape” me are slim to none.
I have the opposite problem.
They stick like beggar ticks.
