Should have been a "dangerous play" penalty. In soccer, it's typically a foul when you get your leg up in the air and contact another player's face or head. A strange non-call, since it was so obvious and resulted in an injury.

It’s quite possible FIFA may act retroactively on that due to the blood. As you say, clearly a reckless challenge and dangerous play.
