You are correct. they would not have stopped his pay and there would have been someone designated to receive those funds.

I don't know about specifically designated to receive the funds, but they would have had access to them. Nobody deploys without setting up a POA. Unfortunately, sometimes the person they pick is less than trustworthy and cleans them out while they're deployed. Doesn't get reported much, but it happens.
