Just because someone performs in drag, that does not make them a transvestite or transgendered. There have been many straight actors who have performed woman’s roles. Dustin Hoffman and Robin Williams are two that come to mind.
Um, those weren’t womens roles. They were roles of men posing as women as part of the plot.
Considering the definition of a transvestite means "a person, especially a male, who assumes the dress and manner usually associated with the opposite sex.", then I'd say, yes, this person is a transvestite. At the least.
