In Texas, if you walk or run on a public road way, you are required to do so facing into traffic.

I did not know there were one way signs for pedestrians . Standard instructions from our 'government' are that one is to walk along the 'oncoming' side of traffic.
This way, if someone hits you, you get hit head on and suffer more injuries, but if you live you can ID the car that hit you.

The recommendation is that, walkers walk against traffic, and bicyclists ride with the traffic.
In many jurisdictions the bicycle rule is enshrined in the law. I am not too familiar with the walker recommendation being enshrined in the law unless for safety reasons.
