I haven’t even read the long form yet, but I have to wonder:

Is there even a “right way” to collect “artifacts” anymore???

Maybe he found the “artifacts” on his farm, or on the land of friends. How is it the FBI’s business? They probably just didn’t get their cut. Wonder who squealed on the old guy?

No, of course this will encourage casual collectors to shovel and horde....

Find buried gold coins, govt takes them all, find old ancient potter government will toss you in jail...

For example, you cannot wander around on a civil war battlefield and dig stuff up.

Not saying he did any of that....but that is the type of thing they mean. I am willing to be the has Native American stuff from reservations. That is a big no no.
