Why is he such a pansy driver that he can’t go past?

Obviously the woman you are defending doesn’t. In many states you get ticketed if you are in the left lane impeding traffic.

That is not how the law reads and it is not the intent. The intent is to prevent accidents from passing on the right. People do not expect overtaking traffic in the right lane, they expect slower traffic. By design.

Breaking one law due being bullheaded about obeying another is still breaking the law. Move over.
