“David Wright makes no mention of a recent letter to ORI from Senator Charles Chuck Grassley (R-IA), who has complained that ORI was not tough enough on an AIDS researcher at Iowa State University who faked data to obtain nearly $19 million in NIH funding. ORI barred the researcher, Dong-Pyou Han, from participating in PHS-funded research for 3 years, but Grassley has asked why ORI did not make him return federal grant money or impose harsher sanctions (more at Retraction Watch).”
So, if you get $19 million in grant money how much of that do you pay yourself?
The NIH salary cap is under $200,000 per year, so you can't pay yourself more than that from federal funding. However, Universities will increase that salary substantially if they see you as a federal grant money rainmaker. The system is set up to reward those who play fast and loose with data, and who stay connected in ‘you scratch my back and I'll scratch yours’ networks that review each other’s papers and grants.
