“the remarkably dysfunctional HHS bureaucracy”

That is the understatement of the year. They are not just dysfunctional. They are liars, thieves and totally corrupt.

This poor guy had to monitor the fraudulent “studies” and other scams that allow the politically connected to steal taxpayer money. The people in charge sabotaged his every move. They wanted their friends to keep getting rich from defrauding the taxpayers.

We wouldn’t need an ORI if FedGov got out of the research business, which is clearly NOT among the enumerated powers.

Just sayin’

Well, Mr. Wright/Dr. Wright, whatever; nice letter, but we could have told you all of that to begin with.

Isn't an "Office of [enter federal bureaucracy name here] integrity" a classic OXYMORON?

Cynicism has always been with us, but never so deserved as the last decade or so.
Both elected and bureaucratic corruption has increased exponentially!

University of Michigan, Ann Arbor, research misconduct expert Nicholas Steneck tells ScienceInsider he hopes there won’t be another long delay before a new ORI director is appointed. “It’s a very important position. ORI needs a permanent director to appear as if it actually gives a s***,” he says.

Fixed.

“David Wright makes no mention of a recent letter to ORI from Senator Charles “Chuck” Grassley (R-IA), who has complained that ORI was not tough enough on an AIDS researcher at Iowa State University who faked data to obtain nearly $19 million in NIH funding. ORI barred the researcher, Dong-Pyou Han, from participating in PHS-funded research for 3 years, but Grassley has asked why ORI did not make him return federal grant money or impose harsher sanctions (more at Retraction Watch).”

If you cheat on research, faking data, or colluding in any way to get grant money, you should be banned for life from receiving any federal funding. That would stop the b.s. - which is rampant.

Here's what this guy did:

“Dr. Dong-Pyou Han, an assistant professor in biomedical sciences at ISU, added human blood components to rabbit blood to make it appear that a vaccine was working to fight HIV, the virus that causes AIDS, the Des Moines Register reports.”
