Does anyone teach their kids that “found” money belongs to the unfortunate person who lost it and that attempts should be made to return it to its rightful owner?

He found it in a parking lot. I guess he should have just stayed there asking anyone if they had lost a twenty!

No. There are ways to at least attempt to give the owner a chance to reclaim the lost money without just giving it away to a liar wrongfully claiming it.
