Getting Google voice will not help you block phone calls made directly to your cell phone number. Only calls made to your Google voice number will be blockable. At least that is my understanding.

I believe you can block any number to voice or cell. But even if not, why with voice mail, answering machines, etc would it matter?

Let me assure you that Publishers Clearing House is not going to call you... or the odds are fantastically small. So I would not worry about it.
