As a former cabbie, anyone who lets a fare rack up this big of a tab is a moron. In my day, if the destination was out of town, we were required to drive into the garage and change our clunker cab in to a nice cab. While we were doing so, the fare would go to the office and pay in advance for all except the last $20 or so. We would call in the mileage and meter charges when we got to the destination and told what additional money to collect or refund.

The policy had been instituted when a cabbie was murdered by a fare some years earlier. Not fun in the days before cell phones. But when we got a radio call to contact the office on a landline, we knew it was a possibility.

Especially NYC which is the capital of lunatics, the cabbie was an idiot. I use to drive as well and there is no way in hell I would ever take that kind of gamble. Not only was he gambling on $1000 but on his entire day as well. The garage don’t give a damn if he got scammed, they want their lease money no matter what.
