That is how I read it too. The part in all this that jumped out at me was that the forgery, & even the SS#, are moot. Yet the CCP has gone to great lengths and expense to prove one is a forgery and the other is stolen. So why would they suddenly not matter at all?
I also wondered why, when Loretta Fuddy died suddenly and unexpectedly, Zullo said it has zero bearing on their case. Really? But I thought she had just been subpoenaed, or something along those lines.
Well there again, if Zullo has come into possession of the original and genuine BC, he no longer depends on trying to get Fuddy to admit she forged one, nor does he need to demonstrate step by step that the one released is fake. He can put all the focus on the real McCoy.

I think that the only involvement Fuddy had was to keep quiet. She didn't forge anything. Zullo had indicated he knew who or where the file was generated.
