If one is sitting down to write a sentence to note 1) a birth certificate exists, 2) it is in our Dept of Health files, 3) it pertains to B.H.O. II, and 4) and it lists his place of birth as Honolulu, Hawaii how would you write it? How else was Onaka to phrase it?
Like I said, it's simple, direct and conveys those 4 points.
