I’m in Tennessee and have hunted bear for near 40 years with Plott hounds...We also bear hunt in Ontario, Canada...
That looks like a Plott in the picture...The white belly is unusual for a Plott....

I don’t know PA hunting regs on bear hunting w/ hounds....if it’s important for you to know, you could google for an answer. :)
My uncles in northern Michigan (all now deceased) were avid bear hunters and bought and traded dogs on a regular basis. Uncle Hylon was a vet so he was tasked with patching up the dogs after a typical hunt..........
