I think he’s referring to a receiver making a catch at the back (or side) of the endzone with his body in bounds even if the ball isn’t. I’ll admit it’s not entirely consistent, but the goal line issue comes down to: if you spot the ball at its point of forward progress, then how can you start a new play with the ball already in the endzone? If you don’t spot the ball at its point of forward progress, then what do you use to spot the ball?

If the ball has not touched out of bounds, it is in bounds. Just like a player. Any inconsistency noted seems to be based on that fundamental misunderstanding.

The player, or the ball, is in bounds until it/he touches out of bounds.

It’s really pretty simply from where I sit.
