Yeah I would definitely be looking at ways to draw the zombies away from the prison, means of killing large numbers in traps etc.

Exactly, the governor had that nifty "zombie-attractor" where they tripped over a wire into a pit. That's what they need to do. Have spikes in the bottom to impale and hold them. Come around once in a while, throw some gas on them and burn them up....

That’s why I think Milton was a great loss. He studied the zombies and could come up with effective passive means of dealing with them.
