I think that’s a tad of an overreaction. For every idiot cop that ends up shooting a dog (either right or wrong) there are thousands and thousands of cop/dog interactions that go off without a hitch. (They only write articles about the bad shootings, by the way).

(They only write articles about the bad shootings, by the way).How many national police organizations are waging loud public campaigns to expose and punish these cops who shoot dogs?
Until the answer is something other than 'zero' then, yes, all cops who say nothing bear some guilt.
