Perhaps so, but that will only be another step towards escalations from citizens as well, and it's not hard to see where it will all end up.
If police officers were not trained to perform such an unnecessary act in the first place, we would not be talking about such hypotheticals.
There may be situations where firing upon a vicious dog would be prudent, but we've been reading more and more of these stories over the last couple of years and the pattern is a very disturbing one.

That's how the shooting started at Ruby Ridge. Marshall shot the dog, kid shot the marshall, marshall shot the kid in the back.

Whether the officer is black is irrelevant in this case.
Whether the dog is alive is very relevant. But go ahead and try starting your flame wars. Its easier to hide the evidence than to face it.

Upon Joness arrival, two-year-old Patches approached the officer and began barking. So you back out the door / gate and politely ask the owner to lock the dog up in a bedroom or put them out in the back yard. Why is common sense so infuriatingly rare? If this country is doomed it is because we have lost not only our moral core but also critical thinking skills.
