My theory is that the Governor is using animals to create a Hansel & Gretel trail to the prison fence

the governor is long gone and likely setting up house in some other city. He's not a threat to the prison.......

Simply having someone at the fence feeding Walkers with live rats would not attract Walkers in such large numbers. That’s why I think somebody has set up a trail to bring them to the prison.
